FBI National Citizens Academy Alumni Association Names Gold Star Chapters

(St. Petersburg, Florida; March 31, 2026) – FBI National Citizens Academy Alumni Association (FBI National CAAA) recognized thirty-two affiliates earlier this month as Gold Star Chapters for excellence in leadership, operations, and quality performance.

The Gold Star Chapter designation is granted to Affiliate Chapters that demonstrate a commitment to achieving the community outreach mission of their partnership with the FBI. This prestigious recognition acknowledges the dedication of chapter boards of directors and members in achieving excellence in outreach programming and high quality operating standards. Chapters receiving 2026 Gold Star designations include:

REGION ONE: Charleston, Cincinnati, CJIS, Cleveland, Detroit, Indianapolis, Minneapolis, Pittsburgh, Springfield

REGION TWO: Baltimore, Boston, Buffalo, New Haven, New York, Newark, Norfolk, Philadelphia

REGION THREE: Houston, Kansas City, New Orleans, Oklahoma City, San Antonio

REGION FOUR: Atlanta, Birmingham, Charlotte, Knoxville, Miami, Tampa

REGION FIVE: Denver, Las Vegas, San Diego, and Seattle

FBI National CAAA Affiliate Chapters are nonprofit organizations that work in partnership with their respective FBI Field Offices to deliver community outreach, education, and service programs. Chapter members are graduates of the FBI Citizens Academy, a comprehensive program that gives business, religious, civic and community leaders an inside look at the mission, priorities, and operations of the FBI.

MERITORIOUS SERVICE MEDALS AWARDED

(St. Petersburg, Florida; March 23, 2026) – FBI National Citizens Academy Alumni Association (FBI National CAAA) announced its 2026 Meritorious Service Medals earlier this month to two FBI Citizens Academy program alumni for outstanding accomplishments. The medal is the highest honor awarded by the President of the FBI National Citizens Academy Alumni Association (FBINCAAA) to individuals who have distinguished themselves by outstanding service and accomplishments over a sustained period of time.

Jessica Hendon, Vice President of Chapter Services, has been honored with the Meritorious Service Award for her exceptional contributions to the organization. Her efforts in rejuvenating chapters and increasing engagement have been instrumental in driving positive change and strengthening our chapters. With a balanced leadership style and insightful critical thinking, Jessica adeptly addresses complex challenges, guiding chapters with vision and clarity. Her unwavering dedication to mentorship and chapter assistance has fostered a vibrant and unified environment, ensuring that our initiatives align seamlessly with broader organizational goals and set the stage for future success.

Guillermo Torres, Vice President of Operations, has been a pivotal influence in the FBI National Citizens Academy Alumni Association. In his previous role as Director of Chapter Engagement, he revitalized Chapter connections through innovative strategies. In his current role as Vice President of Operations, he implemented practices that significantly enhanced organizational efficiency. His pioneering work in compliance monitoring reshaped standards, establishing a flexible and evolving framework that benefits all chapters. Guillermo's visionary contributions continue to inspire excellence and set a high benchmark for future leaders.

PRESIDENTIAL GOLD SERVICE MEDALS AWARDED

Felix Montes (Miami) has been an invaluable member of the Chapter Engagement Team, playing a crucial role in revitalizing chapter operations through his exceptional mentorship abilities. His bilingual skills have been a significant asset, enabling effective communication and fostering inclusivity. Felix's leadership has been instrumental in guiding others toward success, with his keen awareness and strategic vision consistently ensuring that initiatives are led in the right direction. From start to finish, his dedication has helped chapters come back stronger operationally, creating a lasting positive impact.

Hafeez Rangwala (Houston), Chapter Services Team Member, has been recognized with the Presidential Gold Medal for his exceptional contributions through his visionary work in sharing technology, which has led to the development of impactful educational resources for chapter board leaders, setting a new benchmark of excellence. By sharing his expertise in software training, Hafeez has empowered many and significantly enriched our chapter community. His creativity and unwavering dedication have made a lasting impact on our National organization, and his transformative role in Chapter Services continues to inspire and drive positive change.

(St. Petersburg, Florida, March 20, 2026) – FBI National Citizens Academy Alumni Association (FBINCAAA) is proud to announce that Donald Bush has been selected as the recipient of this year’s National Leadership Achievement Award. The award was presented to him earlier this month.

This prestigious recognition is granted to an FBI Citizens Academy Alumni Association member who demonstrates exceptional qualities in leadership, mentorship, community engagement, and commitment to the mission, priorities, and goals of the FBI and FBINCAAA partnership.

“The award stands not only as a symbol of achievement but also as a testament to Donald's commitment in going above and beyond expectations,” said Kelly Lopez, Acting President of FBINCAAA.

Donald is a 2018 graduate of the FBI Cincinnati Citizens Academy and joined the chapter board in 2021. He completed his term as Chapter President in December 2025. Throughout his tenure, he led with vision, integrity, and purpose—bringing structure, strengthening compliance, and driving major membership growth. The Chapter expanded programming and reached record levels of alumni engagement. Donald also introduced innovative fundraising strategies and strengthened relationships with alumni and community partners. His commitment to youth outreach broadened the Chapter’s services and deepened its community impact.

FBI TAMPA CITIZENS ACADEMY ALUMNI ASSOCIATION RECEIVES JERRY FOGEL ADVOCACY AWARD

(St. Petersburg, Florida; March 20, 2026) – FBI National Citizens Academy Alumni Association (FBINCAAA) is delighted to announce that FBI Tampa Citizens Academy Alumni Association (FBI Tampa CAAA) received the coveted Jerry Fogel Advocacy Award for 2026.

The award, which is named in honor of the distinguished founder and inaugural President of FBI National Citizens Academy Alumni Association, acknowledges an FBI National CAAA Affiliate Chapter that demonstrates continuous leadership and excellence in supporting the mission and priorities of the FBI though community outreach, alumni engagement, and chapter operations.

In partnership with the FBI Tampa Field Office, the chapter actively participated in community events such as:

Gasparilla Children’s Parade, with over 100 alumni and FBI personnel engaging families and children to promote positive perceptions of law enforcement.
Supported elder fraud prevention efforts by educating seniors and collaborating with local agencies; this was done despite federal operational constraints, demonstrating resilience and leadership.
Facilitated the Leadership Tampa Bay Mini Citizens Academy Day, educating civic leaders about FBI priorities, strengthening transparency, and fostering long-term relationships.
Played a key role in FBI Tampa Family Day, organizing interactive demonstrations and activities for over 400 attendees, enhancing morale and strengthening community connections.

These initiatives exemplify strategic, mission-aligned collaborations that promote education, prevention, and trust-building and foster ongoing community relationships and elevate the FBI’s visibility and approachability.

SHAYA FAMILY YOUTH ENGAGEMENT AWARD PRESENTED TO FBI CINCINNATI CAAA AND FBI NEWARK CAAA

(St. Petersburg, Florida, March 20, 2026) – FBI Cincinnati Citizens Academy Alumni Association (FBI Cincinnati CAAA) and FBI Newark Citizens Academy Alumni Association (FBI Newark CAAA) are this year’s recipients of the 2026 Shaya Family Youth Engagement Award.

Named in honor of philanthropic leaders Mary Shaya and her son Dr. Stephen Shaya, the award is presented to chapters that deliver impactful youth outreach programs to connect, engage, and support young people in academic, civic, and personal growth activities. Building bridges and relationships with the FBI and other law enforcement and civic organizations are key goals of the program.

FBI Cincinnati CAAA: Through a continuum of age-appropriate academies spanning elementary, high school, and collegiate participants, provided meaningful, hands-on engagement with the FBI’s mission, values, and people. Collectively, the initiatives advanced the Bureau’s outreach priorities by fostering informed understanding, encouraging public service, and establishing enduring relationships with youth, families, educators, and community partners, hallmarks of impactful youth engagement aligned with the purpose of the Shaya Family Youth Engagement Award.

FBI Newark CAAA: Activities included:

Youth Engagement Day at the American Dream Mall brought together 60 young participants who learned about the FBI’s mission and important safety issues, including drugs, sexting, human trafficking, and gang violence, with support from 20 participating agents.
Shop with a NJ Cop connected 63 youth from financially challenged families with law enforcement officers for holiday support and relationship‑building.
A partnership between FBI Newark and Newark Beth Israel Medical Center/Children’s Hospital provided gifts and educational resources to young patients in the Pediatric Behavioral Health Unit, a group that often receives limited attention and philanthropic support.

“These partnerships are great examples of how we can make an impactful difference in the lives of young citizens,” commented Kelly Lopez, Acting President of FBINCAAA. ”Youth engagement strengthens communities, fuels innovation, and prepares the next generation to lead effectively.”

FBI NATIONAL CITIZENS ACADEMY ALUMNI ASSOCIATION ANNOUNCES 2026 AWARDS OF EXCELLENCE

(St. Petersburg, Florida; March 20, 2026) – FBI National Citizens Academy Alumni Association (FBI National CAAA) is pleased to recognize ten affiliate Chapters with Awards of Excellence for 2026. The awards honor FBI National Citizens Academy Alumni Association Chapters for outstanding performance in support of the FBI’s mission and community outreach goals.

Awards of Excellence were presented in five categories:

Excellence in Alumni Engagement. This award is presented to Chapters that demonstrate remarkable effectiveness in engaging and mobilizing alumni in purposeful initiatives to support the FBI’s goals. This year’s recipients were FBI Charlotte Citizens Academy Alumni Association (CAAA) and FBI Knoxville CAAA.
Excellence in Community Outreach. The award recognizes exemplary community education and outreach programs developed and led by Chapters in alignment with FBI priorities. The 2026 honorees were FBI Pittsburgh CAAA and FBI San Diego CAAA.
Excellence in Community Partnerships. The award honors Chapters that exemplify outstanding commitment and innovation in forging collaborations with local, state, and national organizations in support of their community outreach goals. FBI New York CAAA, FBI Newark CAAA, and FBI San Diego CAAA were the 2026 recipients.
Excellence in Innovation. The Excellence in Innovation Award is bestowed upon Chapters that distinguish themselves through visionary and inventive strategies in community outreach achieved through collaboration with the FBI. The 2026 recipient is FBI Newark CAAA.
Excellence in Philanthropy This award honors Chapters who have demonstrated exceptional commitment to philanthropy and community service. The 2026 recipients were FBI Boston CAAA and FBI Knoxville CAAA.

Changes to FBINCAAA Board

(St. Petersburg, Florida, December 15, 2025) – FBI National Citizens Academy Alumni Association (FBINCAAA) announced several changes to its Board of Directors. These changes reflect our continued commitment to thoughtful governance as we navigate term limits and other transitions, ensuring we remain positioned for growth, innovation, and meaningful community impact.

National President

Valerie Minner (Kansas City) concludes her term as National President on December 31, 2025. During Valerie’s time as National President, she helped advance several key initiatives, including a successful 2025 National Leadership Conference, oversaw the expansion of training opportunities, the strengthening of resources for Chapter operations, the implementation of improvements to our website, and the celebration of FBINCAAA's 20th anniversary. We extend our sincerest thanks and appreciation for her leadership and dedication as well as for her continued service as she transitions into the role of Treasurer and Immediate Past President.

Acting National President

Kelly Lopez (Miami) will serve as Acting National President effective January 1, 2026, for an interim period. We are grateful for her willingness to assume this role as the National Board continues its efforts to identify Valerie’s successor. While unforeseen circumstances delayed the completion of the presidential search process before the end of the year, the Board remains committed to ensuring a thorough and thoughtful selection in accordance with its Bylaws and program requirements. Kelly will continue fulfilling her responsibilities as Vice President of Chapter Services while serving in this acting capacity.

Immediate Past President

Karen Corrigan (Norfolk) concludes her term on December 31, 2025, as Immediate Past President. We thank Karen for her long years of dedicated service. Serving on the National Board since 2018, her historical knowledge has been invaluable in strengthening our ability to carry out our mission. Our best wishes to Karen.

Director of Development

Traci Jadlos has decided to step down as Director of Development at the end of her current term on December 31, 2025. We appreciate her contributions in laying the groundwork for National’s fundraising strategies and helping to identify donor relationships. Our best wishes to Traci.

Jessica Hendon Elected Director of Chapter Assistance

(St. Petersburg, Florida, August 26, 2025) – FBI National Citizens Academy Alumni Association (FBINCAAA) is pleased to announce that Jessica Hendon of Rockford, Illinois has been elected to serve as Director of Chapter Assistance for the National Board. She previously served as Director of Chapter Engagement overseeing the Regional Chapter Coordinators and other services to assist affiliate chapter leaders.

The newly-established Chapter Assistance position provides vital resources and expertise to chapters navigating challenges, with a focus on supporting chapters in transition, rebuilding board leadership, revitalizing member engagement, and fostering opportunities for success.

After graduating from the 2012 Rockford class of the FBI Chicago Citizens Academy program, Ms. Hendon joined FBI Chicago Citizens Academy Alumni Association where she later served on its Board of Directors. She was elected to the National Board in October 2024, having previously served as a Regional Chapter Coordinator on the National Chapter Engagement Team.

Gary Sharp Joins National Board as Director of Chapter Engagement

(St. Petersburg, Florida, August 26, 2025) – FBI National Citizens Academy Alumni Association (FBINCAAA) is pleased to announce that Gary Sharp of Bay Village, Ohio has been elected to the National Board as Director of Chapter Engagement. In this role, he will oversee the Regional Chapter Coordinators and other services to assist affiliate chapter leaders with resources, best practices, and leadership development.

Mr. Sharp graduated from the FBI Cleveland Citizens Academy program in 2022 and immediately joined FBI Cleveland Citizens Academy Alumni Association where he provided support for the chapter’s communications program. Shortly thereafter, he was elected to the Chapter Board as a Director and later as Vice President. Prior to joining the National Board, Mr. Sharp volunteered with the National Chapter Engagement Team as a Regional Chapter Coordinator.

“We are excited to welcome Gary to the National Board,” said Valerie Minner, FBINCAAA President, “and look forward to his leadership in supporting our affiliate chapters.”

Mr. Sharp holds a B.A. in Human Resources from Cleveland State University. Over the course of his career, he has worked in technology sales with a focus on cybersecurity. In addition to his service to the FBI National and Cleveland CAAA programs, he provides volunteer support for other community service organizations and has been an auxiliary officer for the Bay Village Police Department since 2019.

(St. Petersburg, Florida, July 14, 2025) – FBI National Citizens Academy Alumni Association (FBINCAAA) awarded Presidential Gold Service Medals to three FBI Citizens Academy alumni for outstanding accomplishments in supporting the outreach mission and goals of the FBI and FBI National CAAA. The medals were presented at the Association’s Annual National Leadership Conference in Tampa, Florida.

Jacques Hakim and Dan Sallade of FBI Tampa Citizens Academy Alumni Association, were honored for their leadership in partnering with FBI National CAAA to host the highly successful FBINCAAA National Leadership Conference in Tampa, Florida, June 25-27, 2025. Mr. Hakim serves as President of the FBINCAAA Tampa Chapter and also as a Regional Chapter Coordinator for the national association’s Chapter Engagement Team. As president of the Tampa Chapter, he worked diligently with the National Board of Directors as well as the FBI Tampa Field Office to plan and produce the three-day event.

Mr. Sallade, who also serves on the Tampa Chapter’s Board of Directors, was instrumental in working with the National Leadership Conference team to procure, customize, and launch a digital app providing convenient access to information about the conference agenda, speakers, and events, as well as to facilitate networking among conference attendees.

Also honored was Bill Evans, a 2008 graduate of the FBI Knoxville Citizens Academy Program. Mr. Evans served on the FBI Knoxville CAAA Board of Directors and is an active advocate of its community outreach programming. He also serves on the FBI National CAAA IT Security and Technology Support Team. For the past two years, he has helped to organize and support audiovisual production for the Association’s national conferences.

Tracey Ballinger Receives Presidential Leadership Award

(St. Petersburg, Florida; July 14, 2025) – Tracey Ballinger received the FBI National Citizens Academy Alumni Association’s (FBINCAAA) Presidential Leadership Award in recognition of her visionary leadership in the development, growth, and success of the organization since its creation in 2005. Ms. Ballinger is a Management and Program Analyst with the Community Relations Unit of the Office of Public Affairs at FBI Headquarters in Washington, D.C.

“We are grateful for Tracey’s dedication and support of the Alumni Association and its community outreach partnership with the FBI,” said Ms. Minner, who presented Ms. Ballinger with the award at the FBINCAAA National Leadership Conference in Tampa, Florida. “She has served as the Bureau’s primary liaison to FBINCAAA since its founding and has been a driving force behind the success of our organization.”

Ms. Ballinger began her career with the FBI in 1982. In 1996, she held a position in the Office of Public Affairs and later continued her service in the Community Relations Unit, where she focused on outreach and engagement efforts. Her initial assignment in this role focused on supporting the development of a national organization to provide education, resources, and governance oversight for the increasing number of FBI Citizens Academy Alumni Association chapters emerging across the country. Over the following year, Ms. Ballinger collaborated with fellow FBI personnel and founding chapter leaders to define the organization’s purpose, scope, and the formal relationship among the FBI, the FBI National Citizens Academy Alumni Association (FBINCAAA), and its affiliated chapters. The National Association was officially incorporated in April 2005 and soon after entered into a partnership agreement with FBI Headquarters to advance its mission through strategic community outreach efforts.

“Tracey was there for every step of that journey,” said Ms. Minner. “From the beginning, she brought her expertise and passion for fostering growth and innovation to our mission. Her ability to inspire and motivate those around her created an environment where ideas flourished and teamwork thrived. Her commitment to our outreach partnership with the FBI is remarkable.”

Ms. Ballinger will be retiring in August 2025 following 43 years of service with the FBI.

Ms. Liguori is a 2014 graduate of the FBI Newark Citizens Academy program. Known for her optimistic outlook and unwavering allegiance to the program’s outreach mission, Ms. Liguori consistently goes the extra mile to foster collaboration among her peers and provide support for innovative community outreach and education initiatives. She also volunteers with the FBI National CAAA Chapter Engagement Team as a Regional Chapter Coordinator (RCC).

(St. Petersburg, Florida, July 14, 2025) – FBI Cincinnati Citizens Academy Alumni Association (FBI Cincinnati CAAA) and FBI Phoenix Citizens Academy Alumni Association (FBI Phoenix CAAA) were awarded the 2025 Shaya Family Youth Engagement Award. The awards were presented at the FBI National Citizens Academy Alumni Association’s (FBI National CAAA) Celebrating Excellence Awards Ceremony held in Tampa, Florida on June 25, 2025.

Named in honor of philanthropic leaders Mary Shaya and her son Dr. Stephen Shaya, the award is presented to Chapters that deliver impactful youth outreach programs to connect, engage, and support young people in academic, civic, and personal growth activities. Building bridges and relationships with the FBI and other law enforcement and civic organizations are key goals of the program.

FBI Cincinnati CAAA was recognized for its strong partnership with the FBI Cincinnati Field Office in developing and supporting outreach programs for students ranging from FBI Teen and Collegiate Academies for high school and college students to summer camp for middle school students. These programs serve as a vital platform for the FBI to extend its outreach efforts and foster positive relationships with young people. Students are provided insights into the mission and priorities of the FBI, engage in community outreach activities, develop knowledge essential for success, and explore potential career paths within the FBI and law enforcement.

“The Cincinnati Chapter's youth outreach program exemplifies their commitment to community engagement, youth empowerment, and partnership-building,” said Valerie Minner, President of FBI National CAAA.

FBI Phoenix CAAA was honored for its innovative partnership with the National Center for Missing and Exploited Children (NCMEC) to bring child safety education to schools, parents, and educators. Through NCMEC’s Community Education Partner Program, chapter volunteers receive essential training to support the delivery of high-quality, impactful programs to raise awareness and prevent child exploitation such as cyberbullying, abduction, and abuse.

(St. Petersburg, Florida; July 14, 2025) – FBI National Citizens Academy Alumni Association (FBI National CAAA) recognized thirteen affiliate Chapters with Awards of Excellence at its annual Celebrating Excellence Awards Ceremony held in Tampa, Florida. The awards honor FBI National Citizens Academy Alumni Association Chapters for outstanding performance in support of the FBI’s mission and community outreach goals.

Awards of Excellence were presented in five categories:

Excellence in Alumni Engagement. This award is presented to Chapters that demonstrate remarkable effectiveness in engaging and mobilizing alumni in purposeful initiatives to support the FBI’s goals. This year’s recipients were FBI New York Citizens Academy Alumni Association (CAAA) and FBI St. Louis CAAA.
Excellence in Community Outreach. The award recognizes exemplary community education and outreach programs developed and led by Chapters in alignment with FBI priorities. The 2024 honorees were FBI Indianapolis CAAA, FBI Minneapolis CAAA, FBI Newark CAAA, and FBI Detroit CAAA.
Excellence in Community Partnerships. The award honors Chapters that exemplify outstanding commitment and innovation in forging collaborations with local, state, and national organizations in support of their community outreach goals. FBI Denver CAAA, FBI Pittsburgh CAAA, FBI San Antonio CAAA, and FBI Tampa were the 2025 recipients.
Excellence in Innovation. The Excellence in Innovation Award is bestowed upon Chapters that distinguish themselves through visionary and inventive strategies in community outreach achieved through collaboration with the FBI. The 2024 recipient was FBI San Antonio CAAA.
Excellence in Philanthropy This award honors Chapters who have demonstrated exceptional commitment to philanthropy and community service. The 2025 recipients were FBI Atlanta CAAA, FBI Knoxville CAAA, and FBI New York CAAA.

Guillermo Torres Elected Vice President of Operations

(St. Petersburg, Florida, November 11, 2024) – FBI National Citizens Academy Alumni Association (FBINCAAA) is pleased to announce the election of Guillermo Torres to Vice President of Operations for the National Board. He previously served on the Board as Director of Chapter Engagement. In his new role, he will oversee the compliance, development, IT/support services, and National Leadership Conference functions of the board.

Mr. Torres is a 2019 graduate of the FBI Miami Citizens Academy program and member of the FBI Miami Citizens Academy Alumni Association where he held the positions of First Vice President and Treasurer on the chapter board. He subsequently served as a Regional Mentor and Co-Regional Chapter Coordination for Region 4 on the FBINCAAA Chapter Engagement Team.

“Guillermo brings a wealth of experience to his new role on the National Board,” said Valerie Minner, President of FBINCAAA. “Since he first joined the Board, he has demonstrated success in supporting our affiliate chapters as well as expanding and improving services available to them. He recently led an initiative to streamline and add new capabilities to our compliance program.”

Mr. Torres recently retired from the Office of the Comptroller of the Currency, an independent branch of the U.S. Department of the Treasury, where he served in various capacities culminating as a Supervisory National Bank Examiner. His responsibilities included evaluating risk control and management to ensure the safe and sound operation of national banks, fair access to financial services, customer treatment, and compliance with laws and regulations. He honorably served in the United States Air Force as a Firefighter and Emergency Medical Technician, and is a proud graduate of the University of Oklahoma.

Pam Connell Named Director of Chapter Resources & Education

(St. Petersburg, Florida, November 11, 2024) – FBI National Citizens Academy Alumni Association (FBINCAAA) is pleased to announce Pam Connell as Director of Chapter Resources and Education. She joined the National Board in January 2024 as Director of Chapter Services; the change in title reflects new responsibilities resulting from the merger of the Chapter Resources and Education and Training functions of the Board. In this expanded role, Ms. Connell will provide oversight for the design, development, and delivery of education, training, and other resources to support affiliated chapter leaders.

Ms. Connell is a graduate of the 2012 Rockford class of the FBI Chicago Citizens Academy program. Upon graduation, she joined the FBI Chicago Citizens Academy Alumni Association, where she later served as a Director, Vice President, and President for the Chapter Board. She subsequently served on the National Chapter Engagement team as an Regional Chapter Coordinator and in Leadership Development.

“We are grateful for Pam’s service to our National Board, both as a Board member and previous National Team member,” said Valerie Minner, FBINCAAA President. “Under her guidance, we launched the new Gold Star Chapter designation which recognizes excellence in Chapter operations, streamlined the applications processes for awards and annual report submissions, and are now diversifying education and training offerings.”

In this role, she will be responsible for oversight, planning, and implementation of a comprehensive program to support resource development through fundraising, sponsorships, and grants. Ms. Jadlos served on the National Development Team prior to joining the Board of Directors.

For the past six years, Ms. Jadlos has served as Executive Director for After School All Stars in Cleveland, Ohio. Prior to that, she worked with three United Way organizations in Ohio, serving as Vice President of Community Impact, 2-1-1, and Engagement as well as Director of Resource Development. Before her career at United Way, she was an Ohio Certified Prevention Specialist II and served under two Mayors as Youth Commission Director for the City of Toledo, Ohio.

Ms. Jadlos has been recognized by both the Girl Scouts of Western Ohio as one of 100 Women of Influence and by the City Council of Toledo for her positive impact in the community. She graduated from the United Way Worldwide Advance Leadership Program for CEOs in 2016.

After graduating from the 2012 Rockford class of the FBI Chicago Citizens Academy program, Ms. Hendon joined FBI Chicago Citizens Academy Alumni Association where she later served on its Board of Directors. After spending some time volunteering, she was elected to the Chapter Board as a Director. Prior to joining the National Board, she was both a Chapter Relations Coordinator and Data and Analytics Coordinator for the National Chapter Engagement and Chapter Resources Teams.

VALERIE MINNER ELECTED PRESIDENT

(St. Petersburg, Florida, November 6, 2024) – FBI National Citizens Academy Alumni Association (FBINCAAA) is pleased to announce that Valerie Minner has been elected President of the FBI National Citizens Academy Alumni Association Board of Directors. She previously served as National Treasurer.

Valerie spent forty years in the hospitality industry working for the Raphael Hotel Group, which owned several boutique hotels and held the franchise agreements for a local Hilton property and the Kansas City Marriott Downtown, a large convention property. After sixteen years in Chicago as General Manager for two of the Group's properties, she returned to Kansas City as the Director of Room Operations for twenty-four years at the Marriott property before retiring in 2020. Valerie’s impressive track record of success in the hospitality industry, as well as her accomplishments while serving on both FBI National and Chapter CAAA Boards, bring valuable leadership experience to the office.

Valerie succeeds former FBINCAAA President Richard Schwalberg, who recently resigned to devote more time to family and personal pursuits. Richard joined the National Board as Director of Development in 2021 and also served as Vice President for Operations prior to his role as President. Prior to joining the Board, he was the FBINCAAA Regional Chapter Coordinator (RCC) for Region 1 and a member of the National Development Team. During his tenure Richard significantly expanded National and NLC sponsorships and, as President, oversaw adoption of the FBINCAAA Program Requirements and new Chapter bylaws. He hosted National’s first Chapter Presidents Town Hall and inaugural “link and learn” call with FBI COSs and CRU team.

Congratulations to Valerie on her presidency and our thanks and appreciation to Richard for his years of dedicated service.

PRESIDENTIAL GOLD SERVICE MEDAL AWARDED TO AL OGATA

(St. Petersburg, FL, October 4, 2024) – FBI National Citizens Academy Alumni Association (FBI National CAAA) awarded the Presidential Gold Service Medal to Albert “Al” Ogata for outstanding accomplishments in supporting the mission and goals of FBI National CAAA.

Mr. Ogata completed the FBI Honolulu Citizens Academy Program in 2012 and subsequently joined the FBI Honolulu Citizens Academy Alumni Association. He was elected to the Chapter’s Board of Directors in 2016 and later served as Chapter President. He has been a volunteer member of FBI National CAAA’s Information Technology Support Team since 2019, providing technical support and expertise for the national website, member database, annual National Leadership Conference, and other national technology platforms.

This prestigious recognition is granted to an association member who exemplifies exceptional leadership and commitment to the mission, priorities, and goals of the FBI and FBINCAAA partnership, and that demonstrate exceptional qualities in leadership, mentorship, partnership, and community engagement.

Known for his optimistic outlook and unyielding determination, Mr. Smith consistently goes the extra mile to provide unwavering support and foster collaboration among his peers. He is a 2012 graduate of the FBI Seattle Citizens Academy program and also served as President of the FBI Seattle Citizens Academy Alumni Association. Since 2018, he has worked with the FBI National CAAA Chapter Engagement Team as the Regional Chapter Coordinator (RCC) for Region 5.

“As Regional Chapter Coordinator, Smitty consistently demonstrates his commitment to the FBI and FBINCAAA partnership by establishing meaningful connections and support for Chapter leaders across Region,” stated Schwalberg. “His selfless dedication makes him a truly deserving recipient of this award.”

(Detroit, Michigan, July 16, 2024) – FBI National Citizens Academy Alumni Association (FBI National CAAA) presented its Tracey L. Ballinger Partnership Award to FBI Miami Community Outreach Specialist Jeff Green at the association’s annual Celebrating Excellence Awards Ceremony in Detroit, Michigan, June 26, 2024.

“The Tracey L. Ballinger Partnership Award recognizes FBI employees who demonstrate exceptional partnership with FBI National CAAA affiliated chapters to achieve the outreach goals of our respective organizations,” said Richard Schwalberg, President of the FBI National Citizens Academy Alumni Association.

Created in 2019, the award is named for Tracey L. Ballinger, Senior Management and Program Analyst at FBI Headquarters, to honor her leadership, collaboration, and support for the FBI Citizens Academy Program and FBI National Citizens Academy Alumni Association.

“Ms. Ballinger’s knowledge, professionalism, and dedication have been essential to the program’s success,” said Schwalberg, “and have had a significant impact for all who are served by the FBI and the FBI National CAAA. We are pleased that she is with us tonight to present the awards.”

Award recipient Jeff Green has served with the FBI Miami Field Office for 36 years, with the past 24 years as the division’s Community Outreach Specialist. “Mr. Green has served honorably and with distinction in his role,” said Tracey Ballinger. “He embodies the collaborative spirit of the FBI’s outreach program, and goes above and beyond in an unassuming manner to bring people together, promote dialogue, educate, and build bridges.”

RECEIVES JERRY FOGEL ADVOCACY AWARD

(Detroit, Michigan, July 16, 2024) – FBI Newark Citizens Academy Alumni Association (FBI Newark CAAA) received the coveted Jerry Fogel Advocacy Award at the FBI National Citizens Academy Alumni Association’s (FBI National CAAA) Celebrating Excellence Awards Ceremony held in Detroit, Michigan on June 26, 2024.

The award, which is named in honor of the distinguished founder and inaugural President of FBI National Citizens Academy Alumni Association, acknowledges an FBI National CAAA Chapter that demonstrates continuous leadership and excellence in supporting the mission and priorities of the FBI though community outreach, alumni engagement, and chapter operations.

“Over the past four years, the Newark Chapter has produced and participated in numerous outreach initiatives designed to raise awareness and promote prevention of crimes that impact their community,” said Richard Schwalberg, President of FBI National Citizens Academy Alumni Association. “Even through the pandemic, the Chapter found creative ways to engage with citizens and FBI partners on community safety priorities.”

In partnership with the FBI Newark Field Office, the Chapter held multiple events that brought together diverse communities and law enforcement to address hate crime awareness and prevention. Each year they’ve conducted education programs for older adults and caregivers to raise awareness and promote prevention of elder fraud. Outreach programming to protect children included initiatives to shed light on the dangers of opioids and human trafficking. They also hosted public presentations for business owners, schools, and citizens on cybersecurity.

“FBI Newark CAAA exemplifies the highest standards and principles of the FBI and FBI National Citizens Academy Alumni Association partnership,” stated Schwalberg. “We are proud to present them the Jerry Fogel Advocacy Award.”

(St. Petersburg, Florida; July 16, 2024) – FBI National Citizens Academy Alumni Association (FBI National CAAA) recognized eleven Chapters with Awards of Excellence at its annual Celebrating Excellence Awards Ceremony held in Detroit, Michigan on June 26, 2024.

The awards program honors FBI National Citizens Academy Alumni Association Chapters and individuals for outstanding performance in support of the FBI’s mission and community outreach goals. Awards of Excellence are presented in five categories:

Excellence in Community Outreach. The award recognizes exemplary community education and outreach programs developed and led by Chapters in alignment with FBI needs and priorities. The 2024 honorees were FBI Denver Citizens Academy Alumni Association (CAAA), FBI Detroit CAAA, FBI Little Rock CAAA, FBI New York CAAA, and FBI Phoenix CAAA.

Excellence in Alumni Engagement. This award is presented to Chapters that demonstrate remarkable effectiveness in engaging and mobilizing alumni in purposeful initiatives to support the FBI’s goals. This year’s recipients were FBI Pittsburgh CAAA and FBI Tampa CAAA.

Excellence in Community Partnerships. The award honors Chapters that exemplify outstanding commitment and innovation in forging collaborations with local, state, and national organizations in support of their community outreach goals. FBI Knoxville CAAA and FBI San Diego CAAA were the 2024 recipients.

Excellence in Innovation. The Excellence in Innovation Award is bestowed upon Chapters that distinguish themselves through visionary and inventive strategies in community outreach, achieved through collaboration with the FBI. The 2024 recipient was FBI Cleveland CAAA.

Excellence in Diversity, Equity, and Inclusion. This award honors Chapters that exemplify outstanding dedication to fostering diversity, equity, and inclusion through collaborative outreach initiatives with the FBI Field Office. The 2024 recipient was FBI San Francisco CAAA.

Awni Fakhoury Receives Presidential Leadership Award

(Detroit, Michigan, July 11, 2024) – FBI National Citizens Academy Alumni Association (FBINCAAA) President Richard Schwalberg, with FBI Deputy Director Paul Abbate, presented the association’s Presidential Leadership Award to Awni Fakhoury of Troy, Michigan for his dedication and support of the alumni association and its community service partnership with the FBI.

Mr. Schwalberg stated, "We are grateful for Awni’s commitment to our service mission, and are honored to present him with this much-deserved recognition."

Awni Fakhoury, a member of the FBINCAAA Detroit Chapter, graduated from the FBI Detroit Citizens Academy program. He served for many years on the FBI Detroit Citizens Academy Alumni Association board of directors. Today, he serves as a member of the association’s National Development Team and, most recently, was co-host for the 2024 FBINCAAA National Leadership Conference.

A retired executive with Chrysler Corporation, Mr. Fakhoury advocates for programs that improve communities and better the lives of its citizens. In addition to his support of FBINCAAA, he has completed citizen academies with the Troy Police Department, U.S. Customs and Border Protection, and Homeland Security. He is past president of the Jordanian American Federation, Chairman of the largest Middle Eastern church in Michigan, and works with the Interfaith Council in Detroit. Through his development and fundraising efforts, Mr. Fakhoury has helped establish and strengthen numerous nonprofit organizations.

“Awni’s leadership is evident in the many organizations, initiatives, and connections he has created to improve the lives of people in his community and beyond,” said Schwalberg. “His commitment to our outreach partnership with the FBI is remarkable.”

MERITORIOUS SERVICE MEDAL AWARDED TO ORAS FARIS ZUHAIR

(Detroit, Michigan, July 6, 2024) – FBI National Citizens Academy Alumni Association (FBI National CAAA) presented Oras Faris Zuhair with a Meritorious Service Medal, the highest medal of honor awarded by the President of the Alumni Association.

This medal is given to individuals who have distinguished themselves through outstanding service and accomplishments over a sustained period of time.

An entrepreneur who founded several successful businesses in Macomb County, Michigan, Mr. Zuhair employs more than 400 families through Dream Market, Dream Dollar, Dream Wholesale Import & Export Inc., and Larsa Palace. As a community leader and active volunteer, he supports various community service organizations, the Chaldean churches, the FBI, and local law enforcement.

Oras Zuhair is a 2015 graduate of the FBI Detroit Citizens Academy Program and a member of FBI Detroit Citizens Academy Alumni Association. In 2023, he was the recipient of the FBI National CAAA Presidential Leadership Award.

SHAYA FAMILY RECEIVES PRESIDENTIAL LEADERSHIP AWARD

(Detroit, Michigan, July 3, 2024) – FBI National Citizens Academy Alumni Association (FBINCAAA) presented its Presidential Leadership Award to the Shaya Family for their leadership and support of youth outreach programs to engage young people in opportunities that promote civic involvement. Stephen Shaya, M.D. and Mary Shaya received the award on behalf of their family at the 2024 FBINCAAA National Leadership Conference in Detroit, Michigan. Stephen Shaya, M.D. is Managing Director of Akkad Holdings and Executive Servant Leader at J & B Medical, and Mary Shaya is President of J & B Medical.

(St. Petersburg, Florida, September 23, 2023) – FBI National Citizens Academy Alumni Association (FBINCAAA) is pleased to announce that Richard Schwalberg was named President‐Elect of the Board of Directors. He will assume the role of President on January 1, 2024.

Upon graduating from the FBI Cleveland Citizens Academy program in 2010, Richard joined the FBI Cleveland Citizens Academy Alumni Association and later served as its President. He began his service at the National Association as a Regional Chapter Coordinator (RCC) and also served on the National Fundraising Team. Richard joined the FBI National CAAA Board of Directors in 2021 as Director of Development and was named Vice President for Operations in 2022, overseeing the FBINCAAA National Leadership Conference, Development, Technology, and Compliance functions.

Having served as a senior living healthcare administrator since 1980, Richard recently retired as the Chief Operating Officer of Menorah Park in Cleveland, Ohio, a premier provider of health and wellness services for seniors. Over the course of his career he received numerous local and national recognitions, including Professional of the Year, Advocacy of the Year, and Humanitarian awards.

His national advocacy efforts in senior living resulted in his leading thirteen sessions in the White House by bringing over 2,000 lay leaders and healthcare executives to present innovations in senior care to the Administration. Richard holds an MHA in Health Care Administration from George Washington University and a BBA from Baruch College/City University of New York.

MERITORIOUS SERVICE MEDAL AWARDED TO ED NELSON

(Boston, Massachusetts, June 30, 2023) - FBI National Citizens Academy Alumni Association (FBI National CAAA) presented Ed Nelson with a Meritorious Service Medal, the highest honor awarded by the President of the Alumni Association. This medal is given to an individual who has distinguished themselves by outstanding service and accomplishments over a sustained period of time.

Award recipient, Ed Nelson of Boston, Massachusetts, is a Senior Network Systems Engineer with the Information Services and Technology Division of Boston University. A 2003 graduate of FBI Boston’s Citizens Academy program, he has held various roles in the Boston Chapter of the Association, including that of president. Ed became involved with the national organization in 2014 as one of five Regional Chapter Coordinators and was elected to the National Board in 2016, serving six years as Director for Chapter Information Services. In 2016, he was also awarded the prestigious FBI Director’s Community Leadership Award.

“Individuals receiving the Meritorious Service Medal personify the highest standards and principles of the FBI and the FBI National CAAA,” said Karen Corrigan, president of the FBI National CAAA. “Ed’s service to the FBI National Citizens Academy Alumni Association during his tenure has been extraordinary. PRESIDENTIAL GOLD SERVICE MEDALS AWARDED AT NATIONAL LEADERSHIP CONFERENCE

(Boston, Massachusetts, June 30, 2023) – FBI National Citizens Academy Alumni Association (FBI National CAAA) presented Presidential Gold Service Medals to four FBI Citizens Academy Program alumni for outstanding accomplishments. The medal is awarded to individuals who distinguish themselves as leaders for their contributions in supporting and bringing significant projects to fruition.

This year, Presidential Gold Service Medals and Certificates were presented to Skip Brandt, Kevin Fletcher, Richard Schwalberg, and Kate Stoan for their support and contributions to successfully produce the Association’s 2023 Annual National Leadership Conference.

Skip Brandt, director of security for the Boston Park Plaza Hotel, is an alumnus of the FBI Boston Citizens Academy Program and member of the Boston Chapter. He served as a liaison with the FBI National CAAA, FBI Boston CAAA Chapter, FBI Headquarters, hotel venue, sponsors, and entertainers to ensure that full safety and security arrangements were met.

Kevin Fletcher, who serves on the FBI National CAAA Communications Team, has been creating a photographic history of the National Leadership Conference for the past 11 years and also serves as the Association’s National Historian. He is a member of the FBI Atlanta Citizens Academy Alumni Association.

Richard Schwalberg, FBI National CAAA Vice President for Operations, made significant contributions in time and expertise overseeing the details of planning, sponsorship development, and production of the 2023 National Leadership Conference. Rich is an alumnus of the FBI Cleveland Citizens Academy Program.

Kate Stoan, an alumna of the FBI Cincinnati Citizens Academy Program and serves as Vice President for Chapter Services on the FBI National CAAA Board of Directors. She established a comprehensive integrated communications strategy to include the conference registration platform, online promotions, daily digital announcements, and branding oversight for the 2023 program.

“Individuals receiving the Presidential Gold Service Medal personify the highest standards and principles of the FBI and the FBI National Citizens Academy Alumni Association,” said Karen Corrigan, president of the FBI National CAAA. “The extraordinary volunteer contributions from Mr. Brandt, Mr. Fletcher, Mr. Schwalberg, and Ms. Stoan were instrumental to producing a highly successful educational program to support our chapter leaders and FBI partners.”

FBI NATIONAL CITIZENS ACADEMY ALUMNI ASSOCIATION HONORS FBI COMMUNITY OUTREACH SPECIALISTS

(Boston, Massachusetts, June 28, 2023) - FBI National Citizens Academy Alumni association (FBI National CAAA) presented its Tracey L. Ballinger Partnership Award to FBI Community Outreach Specialist Sue Durkin and FBI Public Affairs Specialist Bridget Patton at the Association's annual Celebrating Excellence Awards Ceremony held at the Boston Park Plaza Hotel on June 28, 2023.

"The Tracey L. Ballinger Partnership Award recognizes FBI employees who demonstrate exceptional partnership with FBI National CAAA affiliated chapters to achieve the outreach goals of our respective organizations," said Karen Corrigan, President of the FBI National Citizens Academy Alumni Association.

Created in 2019, the award is named for Tracey L. Ballinger, Senior Management and Program Analyst at FBI Headquarters, to honor her leadership, collaboration, and support for the FBI Citizens Academy Program and FBI National Citizens Academy Alumni Association.

"Ms. Ballinger's knowledge, professionalism, and dedication have been essential to the program's success," said Corrigan, "and have had a significant impact for all who are served by the FBI and the FBI National CAAA. We are pleased that she is with us tonight to present the awards."

Award recipient Sue Durkin has served with the FBI Boston Field Office for 39 years, with the past 25 years as the division's Community Outreach Specialist. "Ms. Durkin has served honorable and with distinction in her role," said Tracey Ballinger. "She embodies the collaborative spirit of the FBI's outreach program where she goes above and beyond in an unassuming manner to bring people together, promote dialogue, educate, and build bridges."

Bridget Patton, who serves with the FBI Kansas City Division, has been with the FBI for 32 years. "This award is given in recognition for her outstanding contributions to the FBI and unwavering commitment to the FBI Kansas City Citizens Academy Alumni Association.," commented Tracey Ballinger. "Ms. Patton is a strong advocate for the Kansas City chapter. She supports its mission, vision, and goals through enrichment programs and opportunities for community outreach."

HUMANITARIAN SERVICE MEDAL AWARDED TO FBI NEW YORK CITIZENS ACADEMY ALUMNI ASSOCIATION

(Boston, Massachusetts, June 28, 2023) - FBI National Citizens Academy Alumni Association (FBI National CAAA) presented its Humanitarian Service Medal to the FBI New York Citizens Academy Alumni Association. The medal is awarded to Chapters who demonstrate innovative leadership and strong community support during or after a natural or manmade disaster.

"This medal recognizes unselfish member actions during or immediately following a tragedy in providing support to law enforcement and victims," said Karen Corrigan, president of the FBI National CAAA. "Chapters receiving the Humanitarian Service Medal personify the highest standards and principles of the FBI and the FBI National Citizens Academy Alumni Association."

Among the FBI New York CAAA's many initiatives, they were recognized for: their response to support victims of a horrific Bronx fire in 2022 that killed 17 people, including nine children, and injured dozens more; providing meals to NYPD staff following the loss of two police officers; bringing food donations to FDNY EMS Station 49 after a colleague was attacked and killed; and participating with the FBI New York Field Office in a 9/11 Memorial Service to honor FBI employees who lost their lives in the attack.

Additionally, Chapter volunteers frequently donate time and resources to bring food, clothing, bedding, cribs, toys, and other needed supplies to community organizations serving those in need. This past year, in concert with the FBI New York Field Office, they also contributed medical supplies to the people of Ukraine.

The medal was presented at the Association's 16th Annual National Leadership Conference in Boston, Massachusetts.
